　　摘  要：党校担负着教学与科研两大中心任务，全国党校工作会议的召开对党校的工作又提出了更新更高的要求。因此，在党校工作新常态下，县级党校也必须认识新常态，适应新常态，引领新常态，全面探索新的发展思路，在确保抓好教学质量的同时，加大科研工作力度，制定完善的科研工作体系，不断提高科研咨政水平。本文主要就县级党校开展科研工作的重要意义、当前县级党校科研面临的主要问题和提高县级党校科研水平的有效途径进行思考，以期能够为县级党校发展抛砖引玉。

　　Thinking about improving the scientific research level of the county Party School under the new normal

　　Abstract：The Party school is responsible for the teaching and scientific research of the two central tasks, the Party school work conference held on the work of the Party school has put forward higher requirements. Therefore, in the new situation of the driven, county Party school must also be understanding of the new normal, adapt to the new normal, leading the new normal, fully explore new development ideas, to grasp the teaching quality at the same time, increase research efforts, to develop and perfect the system of scientific research work, and constantly improve the scientific research level of yew. The significance of the county Party school to carry out research work, the county Party school scientific research facing the main problems and improve the county Party school scientific research, scientific research level and the effective way of thinking, in order to initiate of county Party school development.

　　《中国共产党党校工作条例》 第一章明确规定：“中国共产党党校是在党委直接领导下培养党员领导干部和理论干部的学校，是党委的重要部门，是培训轮训党员领导干部的主渠道，是党的哲学社会科学研究机构[1]。”这就决定了在党校所有的工作中，“教学是中心，科研是基础”，为党校开展科研工作指出了明确的方向。2015年12月14日，《人民日报》发表《中共中央关于加强和改进新形势下党校工作的意见》，其中明确提出“提升党校科研水平和影响力”，要求发挥科研工作的支撑作用和积极推进新型智库建设。浙江省委党校就提出不仅建设“红色学府”，还要成为“高端智库”。全面探索县级党校科研工作的发展思路，对县级党校教学培训工作的发展提高有极大的推动作用，也符合党校“培训立校、科研兴校、人才强校”的发展战略，这对提高党校自身的办学水平，改善县级党校的形象和地位都有着重大而深远的意义。

　　当前，对于县级党校来说，如何在搞好教学工作的同时抓好科研工作，是每一个党校都面临的重要问题。县级党校在科研工作上，科研条件普遍较差，存在着底子薄、经费紧、信息闭塞、科研力量薄弱等不利条件，如何克服不利因素、努力创造条件，抓好科研工作，是一个需要认真探索的重要工作。
